ПРОБЛЕМЫ ЦИФРОВИЗАЦИИ ГРАЖДАНСКОГО УЧАСТИЯ В РАЗВИВАЮЩИХСЯ СТРАНАХ: «ПРАВИТЕЛЬСТВО КАК ПЛАТФОРМА» В СТРАНАХ ЛАТИНСКОЙ АМЕРИКИ

В данной статье «правительство как платформа» рассматривается как основанное на гражданском участии в контексте цифровизации государственного управления в развивающихся странах (на примере стран Латинской Америки). Основным тезисом исследования является следующее предположение: институт участия является основой дизайна «правительства как платформы» благодаря глубоким основам технологии Web 3.0, которые поощряют участие, а также имеют характер сотрудничества. Автор делает акцент на факторах, на основе которых страны классифицируются как развивающиеся. Данные факторы носят как положительный, так и отрицательный характер: уровень урбанизации, проникновение Интернета, глобализация относятся автором к положительным фактором, тогда как экономический и политический факторы, уровень коррупции, существующая политическая культура — к отрицательным. Страны Латинской Америки были выбраны в качестве эмпирического материала, поскольку, с одной стороны, подпадают под критерии отнесения стран к развивающимся, а с другой стороны — поскольку в этом регионе можно обнаружить как высокоразвитые, так и далеко отстающие в вопросах применения цифровых технологий в сфере государственного управления и публичной политики страны. Общий вывод, к которому приходит автор, заключается в том, что «правительство как платформа», дизайн которого построен на гражданском участии, для развивающихся стран Латинской Америки привлекательно тем, что может помочь преодолеть проблемы коррупции, социальной и политической исключенности, повысить уровень демократизации, изменить политическую культуру, сделав ее более гражданской и проактивной.
