Политико-административный режим и институты развития в Южно-Африканской Республике

Статья посвящена проблемам развития Южно-Африканской Республики как одного из самых влиятельных представителей Африканского континента, а также члена международной группы БРИКС в условиях нестабильности и неустойчивости современного глобального мира. Южно-Африканская Республика, как и остальные страны БРИКС, сталкивается с необходимостью адаптировать политико-административный режим и экономическую политику к запросам современного мира. В данном контексте стратегические способности государства последовательно реализовывать политику развития являются важнейшим условием адаптации к окружающей среде, а также возможности ее трансформации. Для реализации современного и гибкого политико-административного управления органами власти Южно-Африканской Республики создаются институты развития по аналогии с экономическими институтами. В тексте анализируются особенности политико-административного режима, сформированного под воздействием исторического факта апартеида, и его влияние на формирование и трансформацию публичных институтов. Автор отмечает, что Южно-Африканская Республика как региональный лидер и динамично развивающееся государство уделяет большое внимание процессу создания институтов развития в сфере публичной политики (на примере принятия национальной Программы преобразования и развития и Национального плана развития 2030), политического управления (на примере создания и работы Комиссии по делам государственной службы), образования, а также информационно-коммуникационных технологий и инноваций (на примере Инновационного саммита Южно-Африканской Республики). В качестве примера формирования стимула для успешного создания институтов развития в статье упоминается о наращивании человеческого потенциала, адекватном перераспределении ресурсов и развитии способностей государства посредством разработки и распространения новых принципов управления.
