ЭЛЕКТРОННОЕ ПРАВИТЕЛЬСТВО: ОТ СЕРВИСНЫХ ТЕХНОЛОГИЙ К НОВОЙ ПАРАДИГМЕ УПРАВЛЕНИЯ

В статье анализируются концептуальные подходы к развитию электронного правительства, выявляются факторы, способствующие его успешному внедрению. На двух примерах (Эстонии и Германии) показывается влияние различных комбинаций этих факторов. Авторы приходят к выводу, что для успешного развития электронного правительства необходимо сочетание ряда разнообразных факторов, включая особенности политических институтов, политического режима, политических акторов и политической культуры, а сам этот процесс влечет за собой изменения этих аспектов политической жизни и шире — изменения в характере государственного управления и участия. Специфика и темпы этих изменений в свою очередь также зависят от совокупности уникальных для той или иной страны факторов. На примере Эстонии и Германии, стран с относительно сходными демократическими политическими режимами, авторы показывают, что значительные экономические ресурсы, стратегическое планирование на государственном уровне и политические режимы не всегда являются достаточными объяснительными факторами успешного развития электронного правительства. Важными обстоятельствами могут быть сравнительно небольшой размер государства, перспективное видение политических акторов, совпадение интересов государственных и частных структур, готовность политиков к реформированию системы управления, создание условий для институциональной кооперации и согласования намерений и действий заинтересованных акторов. В результате авторы приходят к выводу о том, что перспективы дальнейших исследований в области развития электронного правительства связаны с изучением уникальных национальных совокупностей факторов, объясняющих особенности моделей электронного правительства и их эволюцию в той или иной стране.
