DIGITAL TRANSFORMATION OF THE TOURISM INDUSTRY IN MODERN RUSSIA: CIVIC PARTICIPATION AND MUNICIPAL STRATEGIES

The article analyzes a rather urgent problem of the transformation of the management system and the infrastructure of the Russian tourism industry itself, through the integrated introduction of digital technologies. The author examines this process by the example of two key challenges: the COVID-19 pandemic and the introduction of an unprecedented sanctions regime against the Russian Federation by unfriendly Western states. The key role of digital technologies in countering both the first and second challenges is determined, special attention is paid to the process of import substitution of Western software products. As one of the key factors of the effectiveness of the development and implementation of regional and municipal tourism development strategies, the author identified various forms of civic participation. Digitalization contributes significantly to the improvement of the feedback system with citizens in general and the emergence of new forms of participation, in particular. In the field of tourism, digital participation is complex, allowing you to simultaneously give assessments, make comments and suggestions, as well as test new tourism products or services online.
