Peer Review Guidelines

  1. All materials received by the editorial office are registered with the date of the manuscript delivery to the editorial office.
  2. All materials (academic articles, bibliographic or general reviews) are subject to a preliminary verification by the editor-in-chief of the journal for compliance with the established formal requirements for published materials (compatibility of the article content with the title, permitted volume, structure, design, availability of keywords, UDC identifier (Universal Decimal Classification) and abstracts in Russian and English, references, the use of digital data, formulas and calculations validity, the necessary contact information), as well as for signs of illegal borrowing of text, illustrations, tables, etc. in the manuscript. The verification is done within 20 working days from the date of manuscript delivery to the editor.
  3. All materials which are not rejected as a result of a preliminary verification are the subject to mandatory independent academic "blind" review by at least two professionals in the field as close as possible to the content, who have PhD or Doctor of Science degrees awarded by top Russian universities, or similar degrees, assigned by top international universities.
  4. All reviewers must be recognized experts on the subject of reviewed materials and have publications on the subject of the reviewed article within the last three years. By decision of the editor-in-chief of the journal, repeated and extra reviewing (by previous or new reviewers) can be carried out, including the re-submission by the author after the first review.
  5. Any qualified professionals can be the reviewers, including members of the editorial board of the journal with a condition of no conflict of interest (official subordination of the author and reviewer, academic advising or co-authorship, etc.). If one of the reviewers is an employee of the St Petersburg State University, the second reviewer is selected from external professionals.
  6. The editors adhere to the rules of independent academic double anonymous (“blind”) review: the author is not informed about the reviewer, and the name of the author is not disclosed to the reviewer.
  7. Based on the results, the academic review is sent to the author (with no information about the reviewer) with an extended list of comments and suggestions of the academic reviewers with a recommendation to take them into account when finalizing the material and determining the conditions for publication. If the article is not accepted for consideration due to non-compatibility with the formal criteria (see paragraph two) and/or the academic profile of the publication, a substantiated refusal to accept the article for consideration is sent to the author (in the first case, it is possible to resubmit the material after making the necessary revising).
  8. The academic review of manuscripts should be resulted with reasonable responses from reviewers (see review form). No more than one revision of the material submitted for publication is allowed.
  9. The editorial board of the "Political Expertise: POLITEX" journal determines the criteria of the decision-making about the publication of materials.
  10. The positive review is not a sufficient reason for the article publication. The final decision on the expediency of publication is made by the editorial board of the journal and recorded in the minutes of the meeting of the editorial board.
  11. In the case of the disagreements in the editorial board regarding the publication of the article, the final decision is made by the editor-in-chief of the journal. The decision to publish or refuse to publish is made by the editor-in-chief and notified to the author no later than within 75 working days from the date of the manuscript delivery to the editorial office.
  12. Reviews are kept in the editorial office of the journal for five years from the date of publication of the material or the date of the decision to reject the manuscript. In the case of the request the editors send copies of reviews to the Ministry of Education and Science of the Russian Federation.
  13. Articles are published in Russian and English. There is no fee for publication in the journal. The journal publishes articles free of charge: the editorial board and the authors do not pay any fees.
