INSTITUTIONAL TRANSFORMATIONS OF E-PARTICIPATION CHANNELS IN RUSSIAN REGIONS

The article is devoted to the study of institutional transformations of channels for electronic participation of citizens in public policy and management in Russia, which occurred in the period 2020-2023. The purpose of the study is to identify models of electronic participation that have developed in the regions of the Russian Federation as a result of the policy of centralization and the emergence of a situation of duplication with the federal channel - Feedback Platform. The first part of the article briefly describes the chronology of the development of e-participation in Russia, identifies key trends in the development of e-participation and challenges for authorities and local self-government, and presents a scheme of interaction and subordination of institutional entities that provide e-civic participation. The second part of the article analyzes data on regional and municipal channels of electronic participation of citizens over four years from 2020 to 2023 - before and after the start of the centralization policy. The main conclusion that is drawn from the results of the analysis is that the authorities and local self-government made different management decisions regarding regional and municipal channels of electronic participation, which already existed at the time of the implementation of the federal decision - the Feedback Platform. One part of the regions abandoned their own channels and closed them, the other continued to maintain their functionality and took various steps to adapt them to new realities. In the third part of the article, the authors identify five institutional models for building electronic participation at the regional level, formed as a result of decisions on the implementation of Feedback Platform. An in-depth study of the specifics of the identified models using the example of the experience of the regions in which these models were formed is indicated as a direction for further research.
