Институты ООН в сфере развития цифрового сотрудничества

В статье представлены результаты исследования современных институтов, создаваемых ООН в рамках направления деятельности по цифровому сотрудничеству. Методологической основой исследования выступил конструктивизм как один из подходов к изучению международных отношений. Создание международных институтов по цифровому развитию может быть объяснено в рамках конструктивистского подхода как проявление приоритета ценностных ориентиров и следование логике общественной пользы. Впервые в научной литературе представлен анализ таких институтов, как глобальный Форум по управлению Интернетом и Группа высокого уровня Генерального секретаря ООН по цифровому сотрудничеству. Реализация инициатив по созданию рассматриваемых международных институтов и выбору их дизайна стала возможной исключительно при поддержке правительств национальных государств. При этом созданная институциональная инфраструктура значительно повышает возможности негосударственных субъектов для участия в глобальной политике и осуществления прямого влияния на ООН. Процесс подготовки Дорожной карты ООН по цифровому сотрудничеству сопровождался созданием беспрецедентных институциональных форм, которые позволили вовлечь широкий круг участников. Особой новизной отличается алгоритм обсуждения доклада Группы высокого уровня, обеспечивший сбалансированное и диверсифицированное участие государственных и негосударственных субъектов в подготовке международных рекомендаций. Одной из особенностей рассматриваемых институтов ООН является невозможность участия в разработке международной политики цифрового развития частных лиц, не выступающих представителями организаций.
