THE INVESTMENT POLICY UNDER CONDITIONS OF ECONOMIC SANCTIONS
CASE OF SAINT PETERSBURG

In the article, the state investment policy under the specific conditions of economic sanctions by the case of St. Petersburg. The author analyses a wide range of political and administrative decisions, creating a positive background and effective institutional framework to attract private investment in the city’s economy. Special attention is paid to innovations in the practice of development and implementation the city investment policy, able to confront difficult foreign economic and political conditions of development of the subject. In particular, the analysis of such innovations as the “Single window for investors”, promising projects of public-private partnerships, development of creative spaces, etc. The author emphasises that under conditions of severe external economic pressure on the Russian Federation, it is impossible to attract investments ef- fectively without a clearly structured and scientifically based regional investment policy that takes into account the geocultural and socio-economic characteristics of a particular region. A deep interdisciplinary analysis of the potential of the region, its strengths and weaknesses, potential leading business partners should be documented in the regional development strategy and identifying promising areas for investment. In addition, investment policy in modern conditions should be oriented to permanent innovation, be open and transparent, be able to withstand external economic pressure and outflow of foreign investors from Western Europe and the United States.
